Hire an AI orchestrator, not a prompt engineer
An AI orchestrator connects models, data, tools and people into a process that runs in production. A prompt engineer improves the instructions inside one step. Most companies with a real AI backlog need the first, and prompting is now a skill everyone on that team should have.
What is an AI orchestrator?
An AI orchestrator is the person who designs and builds an AI process end to end. They decide which steps a model handles, which steps plain code handles, where a person reviews the output, and how the whole thing is measured. Then they connect it to your systems and data so it runs in production.
The label comes from the Upwork Research Institute. It describes a skill set seen in client requests, not a job title. Its managing director separates it from prompt engineering, which she calls a narrower, task-specific skill (source: HRD, August 2026).
Why not hire a prompt engineer?
The value has moved from writing instructions to building the process around them. In Upwork's Future Workforce Index 2026, earnings for simple AI execution work fell 28% in a year. A first draft is a typical example. Work that embeds AI into an existing workflow saw earnings rise 45% (source: Upwork Research Institute, via HRD, August 2026).
A better prompt can lift one step. It cannot fix a step that should not be a model call, a retrieval that returns the wrong document, or an output nobody checks. Those are orchestration problems.
AI orchestrator vs prompt engineer
| AI orchestrator | Prompt engineer | |
|---|---|---|
| Owns | A working process in production | The instructions inside one step |
| Decides | Model, code or person for each step | Wording, examples and format |
| Works with | Your data, systems, tools and the people who use the output | The model |
| Measures | Business outcome, cost and error rate per step | Output quality on sample prompts |
| Typical background | Software or data engineering with production AI | Writing, domain expertise or ML |
How do you test a candidate for orchestration skill?
Ask about a system they shipped, then follow the thread:
- What did it replace? A clear answer names a process and the people who ran it.
- Which steps were not a model call, and why? Good orchestrators move steps out of the model when code is cheaper or more reliable.
- How did you measure it in use? Look for a business number, not only a test score.
- What broke after launch? Anyone who has run a system in production has an answer.
Then check the work history behind the claims. Our guide on verifying an AI engineer's credentials covers four ten-minute checks.
Should the orchestrator be a full-time hire?
Only if there is a stream of AI processes to build for years. For one or two workflows, an engineer embedded in your team can design and ship them, then hand over. That is how Super Cat Technology works. A vetted engineer joins your team, works in your repositories and aims at a shipped deliverable by the end of the first sprint.
If you are comparing that with a marketplace, see hiring a freelance LLM engineer who has shipped.
What orchestration looks like in shipped work
Super Cat Technology's founder Cat Yung has completed 21 AI agent, RAG and LLM engagements and holds Upwork's Expert-Vetted badge, the top 1% of the platform (source: Upwork profile, October 2026). Two builds show the pattern.
A Slack knowledge assistant answers staff questions from Confluence with cited answers, built on LangGraph and LightRAG. For a US EDI solutions vendor, a fine-tuned Llama 3 model answers questions about X12 documents in plain English, while parsing and matching to SAP IDocs run as deterministic code. The model explains; the code decides.
In Cat’s words
“When a CTO asks me for a prompt engineer, I ask which process the model sits in. Most of my team’s work is deciding which steps should not be a model call at all. The rest is choosing where a person approves and how each step is measured in use.”
What I’m seeing in October 2026
- Job ads ask for AI skills without defining them. The candidates worth hiring describe the whole workflow they shipped, including the parts that are plain code.
- Clients bring me a process, not a prompt. It might be a call queue, a collections list or a backlog of EDI documents to match.
- Large banks now let outside agents read but not act. The orchestrator designs the point where a person approves the action.

Frequently asked questions
What is the difference between an AI orchestrator and a prompt engineer?
An AI orchestrator designs and builds a whole AI process: which steps use a model, which use code, where a person reviews, and how results are measured. A prompt engineer improves the instructions inside one model step. Upwork Research Institute treats prompt engineering as the narrower, task-specific skill (HRD, August 2026).
Is prompt engineering still a job in 2026?
As a separate role it is shrinking. Upwork’s Future Workforce Index 2026 found earnings for straightforward AI execution work fell 28% year over year, while work embedding AI into existing workflows rose 45% (reported by HRD, August 2026). Prompting is now a baseline skill for engineers who build AI systems.
How do I hire an AI orchestrator?
Ask candidates about a system they shipped: what it replaced, which steps were not model calls and why, how they measured it in use, and what broke after launch. Then verify the work history behind the answers. For a single workflow, an embedded engineer can do the job without a permanent hire.
Can Super Cat provide an AI orchestrator?
Yes. As of October 2026, Super Cat Technology embeds vetted engineers who design and ship AI processes inside the client’s team and repositories, on a time-and-materials basis. Its founder Cat Yung has completed 21 AI agent, RAG and LLM engagements and is Expert-Vetted, top 1%, on Upwork.
